There is a patch of dry skin on my arm constantly, should I be worried?

This may sound silly, but it is a patch of skin on my Forearm, which never stops drying out and peeling. It has been there for at least five years and began as a city the size of a quarter, but has expanded. No matter how many times I moisture, it keeps the cycle of dryness and flakiness, and nowhere else on my body is doing this. Is this normal? I know it is not Cancer, at least I did not think. But does anyone know why this is happening?
